Inmate Strangling Suspect Considers Insanity Plea

Towson, MD (AP) ― Lawyers for a convicted killer accused of strangling a fellow inmate say they're considering an insanity plea
for their client.

A Baltimore County judge yesterday gave attorneys for Kevin Johns 45 days to decide whether to file a plea of not criminally responsible.

Johns is accused of strangling Philip Parker on a prison bus traveling from Hagerstown to Baltimore.

Defense attorneys have been negotiating with prison officials to find a way to have psychiatrists examine Johns safely and properly.

Attorney William Brennan says Johns is heavily guarded and wears mitts on his hands whenever he's out of his cell. The mitts would make it difficult for Johns to perform some psychological tests.
