Fans at a viewing party in Stoneleigh, Baltimore County were wild with excitement.
Everyone at the party was thrilled their hometown boy won.
"He's just an incredible kid. It's just a great family. It's like your next door neighbor, and that's what brings us all together," said Janice Damon.
Clearly it's now Phelps Land, complete with aspiring Olympians of all ages.
"He's amazing. He's really good, he's really fast," said 11-year-old Isabelle Townsend-Last.
The neighborhood has been cheering Phelps on all along, but Friday night was a big night for fans as Phelps came one step closer to making history with the never before attained eight gold medals in a single Olympic games.
Phelps won his seventh gold medal in the 100 butterfly.
This party had all the right props with a life-size cardboard statue of the Olympian.
