O'Malley To Name Secretary Of State

ANNAPOLIS, Md. (AP) ― Gov. Martin O'Malley is appointing a secretary of state, a position that hasn't been filled since the governor took office about 18 months ago, an official with knowledge of the appointment by the administration said Tuesday.

John McDonough, a Prince George's County attorney, will be appointed Wednesday at a news conference in Annapolis, the official said, speaking on condition of anonymity because the formal announcement has not yet been made.

The secretary of state job is the only cabinet position O'Malley has yet to formally fill.

In Maryland, the position is not as high profile as it is some other states, where secretaries of state are elected and administer state elections.

The secretary of state in Maryland monitors and enforces the law affecting charitable solicitations, notaries and condominiums. It also promotes international relations between the state and other countries.

The office also administers the extradition process on behalf of the governor, a process that involves moving individuals accused or convicted of a crime to other jurisdictions where the crime was committed.

McDonough has worked as the head of Maryland Rep. Steny Hoyer's campaigns for years.

The secretary of state's base salary is $78,750, under state law. The salary goes up to $81,667 in the second year and to $87,500 in the fourth year of a term.
