Arrest Made In Fatal Hit-And-Run

BALTIMORE (WJZ) ―

The man who police believe ran over and killed a Johns Hopkins student is now in custody.

Mike Hellgren reports on the suspect's troubled past.

The warrant apprehension task force made that arrest Saturday afternoon. It's the same man who turned himself in to police for questioning earlier this week.

Police say he's Thomas Meighan, 39, from Carroll County. Court records revealed he was arrested and charged in another hit-and run accident and with DUI just three months ago.

The accident happened at Saint Paul Street and University Parkway. The rain-soaked intersection near the Johns Hopkins Homewood Campus is where the 20-year-old biology major, Miriam Frankl, was hit and killed.

WJZ obtained the surveillance image of the Ford police confiscated earlier this week. The owner was questioned and released Tuesday, as police built their case.

Now police have arrested Thomas Meighan. Investigators have declined to reveal what charges he faces.

Students were relieved Saturday.

"Now we know he's in custody, and her family can have peace of mind about the matter," said Cheyenne McCray, student.

"It's nice to know that they were able to do it so quickly. It's a positive reflection on the police department," said Daniel Cadel, student.

"Whatever the reason, nothing is more than somebody's life," said Bhuwan Agarwal, student.

WJZ's investigation into the case found Meighan pleaded guilty to drunk driving in 2005, 2000, 1996 and 1994.

He was arrested and charged with running away from the scene of an accident last July. When Frankl was hit, he was out on bail in that case.

Frankl's mother said from her home in north suburban Chicago, Ill. that she's so upset by what happened, she can't speak about these latest developments.

Police and prosecutors worked together before making the arrest. It was on an open warrant.

"All of the pieces of the puzzle have to fall into place before we go ahead with charges, and hopefully, we'll be able to obtain a conviction," said Donny Moses, Baltimore City Police spokesperson.

Police would not say the exact charges, only that the arrest is in connection to Frankl's death.

Meighan is considered innocent until proven guilty in court.
