Department spokesman Rod MacRae said Wednesday that no animals are allowed to leave the property and no new animals can enter it.
A hold order is similar to a quarantine.
State agriculture spokeswoman Sue Dupont says no other animals at the property have shown signs of rabies.
She said a rabid wild animal likely bit the horse or encountered the horse.
Horses normally aren't inoculated against rabies because they're not carnivores. Rabies is transmitted by biting or through contact with saliva.
