Howard County Police arrested Devin, a.k.a. "Devon," O'Brian Dixon, 22, and Dean Schroyer, 21.
Dixon was charged with the murder of Aaron Brice, 19, and the attempted murder of Nathaniel Quick, 22, who is likely paralyzed as a result of his injury. Schroyer was charged as an accessory to the murder after the fact.
"We had a rough morning, but I got a call this afternoon saying his body is ready at the medical examiner's office," said Anthony Brice, Aaron's father.
Police responded to the scene on Halloween and found more than 100 people at the house.
They located Brice, who is from Silver Spring, dead in the driveway. Quick, who is from Columbia, was found suffering from a gunshot wound in the basement.
Investigators spent hours talking to partygoers and gathering information about the incident.
"I heard something like gunshots, and I actually thought they were fireworks," said neighbor Fadeke Iluyomade.
Iluyomade called police after she saw people running through her yard.
"It was like a thousand to me. I have never seen a crowd like that," she said.
Detectives received information that identified Dixon as the shooter and Schroyer as the driver of the car in which Dixon fled from the party after the shooting. Detectives believe an altercation may have led to the shooting.
"There's a tremendous amount of work left to be done. We still need the public--who has been very, very critical in getting us to this stage of the investigation--we still need additional information to help us bring this to a successful conclusion," said Chief William McMahon, Howard County Police.
Dixon was charged with murder, attempted murder and assault, and is being held at the Howard County Detention Center on no bond. Schroyer was charged with being an accessory to murder after the fact and drug possession, and is being held at the same detention center on $50,000 bond.
Investigators say the homeowners rented out their $1.6 million house for the party, something they had done before. They also had trouble there before.
"We were called to the same location in June for a similar type incident where an altercation broke out," said Howard County Police spokesperson Sherry Llewellyn.
"You advertise a party, you have these kids come in and pay to come in, and then you don't even have security," said Anthony Brice.
It's unheard of violence in the exclusive community of expensive homes.
"It is unbelievable and quite disturbing actually that something like that would happen in this neighborhood," Iluyomade said.
Police seized a handgun they believe could have been used in the murder from the suspects' Elkridge home. They are testing it now.
