Proposed Constellation Buyout Still Controversial

ANNAPOLIS, Md. (WJZ) ― Maryland's Public Service Commission weighs the pros and cons of a partnership between Constellation Energy and the French government-owned EDF.

Political reporter Pat Warren explains what that deal would mean for Maryland.

The proposed partnership between Constellation Energy and EDF got a cold reception from a public advocacy group last year.

Constellation's CEO, Mayo Shuttuck, spent hours Monday answering questions from the Maryland Energy Administration about EDF's proposed acquisition of nearly half of Constellation's nuclear assets, including an interest in Maryland's Calvert Cliffs nuclear power plant.  He says it's not about your BGE bill.

"Really, it's not related to rates.  This is not a merger.  This isn't like the other issues.  This is really about nuclear power and the ownership of some of our assets," he said.

That raises a red flag for the Maryland Energy Administration.  Does the state really want the French plugged into our power source?

"There is the obvious concern about whether EDF would cut any undue influence," Shattuck said.

The People's Counsel--which represents utility customers--has some questions of its own.

"We can come forward as a representative for customers and take a look at it.  It's in the public interest," said Paula Carmody.

Federal regulators have already approved the deal.
