Prosecutor Appointed For State's Attorney Case

SNOW HILL,Md. (AP) ―

Worcester County State's Attorney Joel Todd says he's appointing a special prosecutor to handle the drunken driving charge against Wicomico County State's Attorney Davis Ruark.

Todd says Thomas Degonia of Venable LLP in Rockville will be the special prosecutor for Ruark's case because of the two state's attorneys' long-standing professional relationship. Degonia was formerly an assistant state's attorney in Montgomery County.

The State Prosecutor's Office declined to provide a special prosecutor because this is not an alleged case of public corruption. The Maryland Attorney General's Office declined because of a conflict of interest of their own.

Ocean City Police announced Wednesday that a criminal summons was issued adding a handgun misdemeanor to Ruark's drunken driving charge.
